Declare "martial law" only in rare or extreme circumstances when the principles need to be suspended.

While all these principles exist for the well-being of the community, there may come times when adhering to them could threaten the community's well-being. For example, we encountered a time when there were leaks to the media of some things that we made radically transparent within Bridgewater. People at Bridgewater understood that our transparency about our weaknesses and mistakes was being used to present distorted and harmful pictures of Bridgewater, so we had to lessen our level of transparency until we resolved that problem. Rather than just lessening this degree of transparency, I explained the situation and declared "martial law," meaning that this was a temporary suspension of the full degree of radical transparency. That way, everyone would know both that it was an exceptional case and that we were entering a time when the typical way of operating would be suspended.

I am confused by this principle; shouldn't principles work all the time?

Principles work all the time and should make provision for exceptional circumstances which is why there is this principle. All systems specify special powers that are invoked that suspend normal rules of debate in such circumstances. It is best to make these as clear as possible, though rules can’t be so precise to that they don’t leave wiggle room for interpretation. At the end of the day, when a leader invokes special powers (“Martial Law”) the leader will be judged by the people whether he did a good job. Since it’s a big deal for leaders to lose the confidence of one’s people leaders who deviate from them usually deviate from the rules rarely and in ways that the people deem appropriate. That assumes that the people can make these judgements wisely. As mentioned in other principles, the test of any system is whether it’s producing the desired outcomes so all systems will have to be modified if they’re not doing that.
